1. Network Name
Transnational Network of Integrated Labs (InPlaLabs)
2. Objectives
InPlaLabs aspires to develop a Transnational Network of multi-stakeholder Integrated Planning Labs for knowledge co-creation on climate-resilient planning.
We aim at:
- Systemic transnational collaboration between different Labs
- Inclusive and participatory approach during the Network’s activities
- Knowledge co-creation between various planning actors
- Upskilling planning actors on climate-resilient integrated planning
- Cultivating an integrated planning culture
- A long-term hub bringing together different stakeholders
3. Vision
InPlaLabs envisions becoming a leading network of (diverse) labs that pioneers integrated urban planning methods and drives the global agenda for climate-resilient and vibrant cities. Plus, InPlaLabs endeavors to advance HEd ecosystem knowledge for promoting truly integrated planning, embracing integration by combining disciplines, roles, and approaches (qualitative, quantitative, and participatory).
4. Purpose
The purpose of the Transnational Network of Integrated Labs (InPlaLabs) is to facilitate knowledge exchange, research collaboration, and capacity-building activities among member institutions, promoting best practices and innovative solutions in spatial planning, urban planning, and transport planning.
4a. Principles
InPlaLabs is dedicated to core principles: Sustainability, Climate Justice, Spatial Justice and Equity, Participation, Democratic Procedures, Knowledge Exchange, and Inclusiveness. These principles guide our operations and reflect our commitment to integrated planning.
5. Target groups
The project targets diverse groups, categorized below:
Primary Target Groups
- City planning higher-education students: The future city planning actors. University students from various planning-related disciplines are a primary target of InPlaLabs, aiming to expose them to integrated planning co-creation.
- City planning academics (HE education teachers and researchers): InPlaLabs provides educational methods, tools, and materials to aid sustainable planning in partner cities.
Other Target Groups
- Policy Officers in Public Administration and City Authorities: Provide insights into policy recommendations and applications of integrated planning.
- City Planning Practitioners: Urban and mobility professionals who support integrated planning in real-life applications.
- Community Members and Associations: Engaged citizens and groups interested in climate-resilient integrated planning approaches.
6. Registered Address

7. Membership
Membership in InPlaLabs is open to individuals, institutions, organizations, and civic society groups involved in spatial, urban, or transport planning.

8. Rights and Duties
Rights
- Participate in activities like seminars, webinars, workshops, and conferences.
- Access network resources and collaborate with members.
- Organize events and receive network updates.
Duties
- Adhere to policies, contribute to initiatives, and actively participate in meetings and projects.

9. Management and Administration
The network shall be managed by an Executive Committee responsible for strategic planning, resource allocation, and decision-making.
10. Assembly
An annual assembly convenes members to review activities, discuss key issues, and set priorities.
11. Committees
The Executive Committee may establish specialized committees or working groups to address specific initiatives.
Executive Committee
- Responsible for day-to-day management, strategic leadership, and policy development.
- Oversees finances, operations, communication, and evaluation.
Thematic Committees
- Conduct research, organize events, analyze trends, collaborate, and evaluate performance.
12. Modification of Articles
Any modification to this charter requires a two-thirds majority vote of the Executive Committee and ratification by the general assembly.
13. Funding and Financing
Funding and financing are future considerations to be addressed after the establishment of the network.
